 Dialogue with local communities
DESCPRIPTION OF PROJECT The main objectives of the project included the promotion of local community development as well as the continuation of decentralisation measures as defined by the official strategy of the Government of El Salvador. These development measures were aimed in particular at motivating local communities to participate via their local authorities in decision-making processes at the communal level. The Consultant assisted the project authority in developing capabilities on the part of local authorities and communities for defining projects jointly and independently and also for implementing these both in administrative and technical respect. For this, competitions were organised allowing the communities to apply to the project authority for funding of specific social infrastructure projects. For the selection of these projects and the preparation of the necessary applications, local democratic dialogues between the residents and their local authority were required and encouraged accordingly by the officials. The Consultant organised and implemented training courses for those participating in the process and monitored the administrative and technical implementation of the various projects.
